OSINT FOR UKRAINE is an independent (non-profit) foundation specializing in the use of open-source intelligence (OSINT) and conducting investigations in the sphere of international humanitarian, criminal and human rights law.

Why we use OSINT?

To understand why we use OSINT (open source intelligence) and why we adhere to this terminology we need to understand the basics of intelligence/information collection. There are 3 main forms of Intelligence:

Intelligence as a process. A means by which certain types of information are required and requested, collected, analyzed, and disseminated, and as how certain types of covert action are conceived and conducted.

Intelligence as a product. A knowledge product resulting from analyzes and intelligence operations themselves.

Intelligence as an organization. Entities that carry out various functions for Intelligence.

The first and second definitions of Intelligence apply to OSINT FOR UKRAINE (within the realm of digital open sources), we are not an intelligence agency nor do we wish to be. We conduct OSINT as a practice to conduct Investigations and Research within the parameters of our mission statement and applicable legal and methodological and ethical guidelines such as the Berkeley Protocol and the GDPR.

For us when we collect information from open sources we are conducting OSINT as a practice where the information after our analysis becomes actionable intelligence and/or insights. From there only after adhering to strict evidential procedures (Provenance and chain of custody) and proper documentation/archiving will we have collected potential evidence for legal accountability.

Project Mariupol

Project Mariupol is our two-stage project where we document international crimes committed in Ukraine.

The first stage, ‘A Record of Evil’, is our standalone experimental project where we conduct sourcing and mapping of potential international crimes committed in Ukraine via open sources. This experimental project serves as a testament to how civilians and beginners in OSINT and investigations can source data on international crimes.

The second stage, ‘A Gateway to Evidence’, after public feedback in stage 1 will aim to conduct further analysis of information and evidentiary archiving to increase the reliability of the project. 

The Project Mariupol Map has a two fold goal:
- Mapping international crimes committed in Ukraine by the Russian Federation
- Providing a learning environment to new OSINTers by training them by practice

We achieve our mission by:
- Documenting International Crimes by our OSINTers
- Aggregating already mapped data from other OSINT groups
- Collaborating with International and Local NGO’s
- Collaboration with Academic Institutions
